My Lord,

I have the honour to enclose for your Lordship's information copy of a letter, dated the 19th September, written to me by onsieur Albert Thomas from the International Labour Office of the League of Nations

at Geneva, on the subject of the Chinese Seamen's Union. I attach also copy of a letter, which he has written on the same subject to Sir Robert Ho Tung. I have asked Sir Robert not to answer the question put to him by Monsieur Thomas for the present, as I am not certain whether Your Lordship will wish me to answer the questions which that gentleman has asked; nor do 1 know whether onsieur Thomas is in any way authorized to make such enquiries from the Hong Kong Government or from Sir Robert Ho Tung.

As, however, Your Lordship may desire that a reply should be sent from this Government, 1 enclose a letter to onsieur Thomas, which I have signed, in order that, should you so decide, the matter may be disposed of without further delay. If, however, Your Lordship
